Tom was born in Aylesbury. He has a genetic condition known as achondroplasia (restricted growth). He studied at the University of Cambridge, for a BA (Hons) in Social and Political Science (graduated 1987), and later did a doctorate in sociology, entitled Conceptualising Disability: impairment in sociological perspective (awarded 1995).

In his position as Research Development Officer of the Policy, Ethics and Life Sciences Research Institute, Newcastle, England, he has a brief to develop research and public debate on genetics and other medical developments. He has written and broadcast widely in the field of disability and genetics.He is co-author of The Sexual Politics of Disability (1996).

Teacher of sociology at Sunderland University for three years, he researches sexuality and disability.

"A prominent disability rights campaigner, he is often to be seen on news programmes addressing rallies or engaging in sit-down protests. He has now reached that crucial point where the media is aware of him and will seek him out for comment."
