Pedro Julio was born in Ponce, Peurto Rico. His primary and secondary schooling was at Colegio la Piedad. He went to the Universidad de Peurto Rico where he studied communications with journalism. At university he was elected to be the representative of the Faculty of General Studies at the General Council of Students. He organised several anti-drugs marches.

When he left University he became an Assistant Director of the Office of Communications for the Department of Health. In 2000 he became Director of Communications for LLEGO – the organisation for Lesbian Gay Bisexual and Transgendered Latinas/os. He stood for the Peurto Rican House of Representatives in 1998 – the first openly gay person to do so. Pedro Julio is a very active campaigner for gay rights and for AIDS awareness.
