Carter was one of the highest ranking officials in the U.S. Republican party; co-chairman of the 1976 Republican National Convention in Kansas City which nominated Gerald Ford, and chairman of the 1980 Republican National Convention in Detroit which nominated Ronald Reagan.
He helped elect Washington, D.C. mayor Marion Barry in 1978 by persuading gay men to register as Democrats.
